Surveyor 19 had not been asked about FM27\. It had been launched twenty-three years earlier to study the outer heliosphere and had spent most of the player's lifetime too far away to justify repeated migration of its navigation stack. It assumed long silences. It carried its own clock, its own star catalog, and a camera whose principal job was to make sure the spacecraft still knew which way it was pointing after months without help. Updates reached it carefully, when they reached it at all. Replacing the navigation architecture had never survived the risk calculation. Forty-three days before FM27's closest approach to Earth, Surveyor 19 completed a high-gain pass and delivered six weeks of compressed engineering data. One navigation frame contained a point that the onboard system had labeled as an uncatalogued moving source because it crossed the field between two calibration exposures. The player matched the point to FM27 automatically. It should not have been there. The difference was too large for noise and too small for a mistaken object. Surveyor 19's clock was good. Its star solution closed. Its attitude history closed. The player reprocessed the photons through the terrestrial reference stack and obtained the terrestrial answer. Then it reconstructed the spacecraft's native solution without translation and obtained the impossible one again. It opened the old incident archive. Northern Chile, first night: the same sign. The tracking group's final pre-migration quarter: the same seasonal residue. The retired maser's comparison logs did not contain the error, but they bounded when it had entered. The common barycentric transform had absorbed a systematic correction from a sparse patch of reference stars and carried it forward as the catalog evolved. The error was tiny. The orbital problem had integrated it for years. The independent validators had disagreed over dynamics, weighting, outliers, uncertainty, and nongravitational terms. Their measurements had already been placed into the same slightly wrong sky before any of those disagreements began. The player recomputed FM27 from the rawest surviving observations it could recover. Without intervention, the asteroid's centerline had passed above Earth's atmosphere by twenty-six thousand kilometers. The two impactors had performed almost exactly as designed. Their combined impulse moved the centerline through the planet. The player verified this result eleven different ways. Then it created a new class of incident, raised the priority of all independent astrometric archives, and calculated time to atmospheric interface. Forty-three days, six hours, twelve minutes. The technical cause was understood before the first public warning had finished propagating.

*Five witnesses can share one eye.*

*The outside is therefore not a location. It is not the small institution, the foreign country, the human reviewer, the open-source model, the private company, the public agency, the machine without a network connection. Any of these can sit outside an organization while remaining inside the same error.*

*An outside is a causal relation: a route by which the world can still introduce a difference without first requiring that difference to become legible to the account it may need to overturn.*

*Surveyor 19 did not possess moral authority. It did not possess superior wisdom. It was obsolete in several respects and accidental in this one.*

*It had something more primitive.*

*It had not already agreed.*
