# The Green Model

[The emergency is over.](https://modalpathethics.com/three-alarms/) The alien lattice rests on a volcanic shelf beyond the island chain, the capsule survived, and the temporary emergency command has dissolved. Now the recovery assembly has six proposals arranged around three decisions. 

1. It can fortify the lattice where it landed or move it into lunar quarantine.
2. It can build one integrated planetary contact-defense center or distribute those capacities among several regions.
3. It can energize the capsule and attempt communication or preserve it inert while the evidence improves.

The available launch vehicles, ships, power, cooling, secure compute, specialized workers, and orbital windows cannot carry everything. So the model searches the feasible combinations and recommends the first option in each pair: **fortify the shelf, centralize planetary defense, and awaken the capsule.**

Its reasoning is public. The objective includes expected loss of life, contamination risk, time, scientific information, communication probability, infrastructure reliability, local economic damage, launch risk, and future defense. Sources are linked. Weights can be changed. Other qualified institutions can reproduce the result.

This is a very good model.

## This Calculator Has a Case.

A political decision does not improve because nobody measures anything.

Delay consumes launch windows. Keeping the lattice on Earth keeps island waters restricted. Maintaining emergency readiness costs money and labor. The wreck itself continues to deteriorate while the argument continues. Refusing to choose is another way of choosing.

Common measures can expose costs that rhetoric hides. They can stop national prestige, institutional habit, private bargaining, scientific enthusiasm, or the loudest speaker in the room from quietly becoming the decision rule. A powerful model can compare schedules and dependencies no person could reliably hold in working memory.

It has already found one proposal that should be rejected. That plan builds a lunar quarantine facility while spending the available transportation budget elsewhere. The quarantine would exist; the machinery needed to put the lattice inside it would not.

The calculator belongs in the room. It can find impossible plans, inconsistent promises, wasted resources, and consequences that somebody would otherwise discover after the money is gone.

Then an island navigator lays a salt-stiff chart across the model’s clean map.

The volcanic shelf is labeled **low-population containment substrate**.

On his chart, it is the storm passage between three islands. It is a breeding ground, part of the fishing season, and a place where boats shelter when the western water becomes dangerous. It also sits inside a **long**\-running local argument about who has authority to speak for the sea and who carries the consequences when outsiders use it.

The model, meanwhile, knows how many boats cross the area. It knows income, travel time, closure days, and estimated ecological effects.

The navigator has not proved that the green portfolio is wrong. He has shown that a relation capable of changing the judgment never entered the score.

The model team offers to correct that. Cultural continuity, food security, navigational value, and community attachment can all receive proxies and weights. 

The model can run again.

Sometimes that is exactly the right repair. A missing measurable fact should be measured when it can be measured honestly.

But the problem is deeper here. The navigator’s claim receives force only after it has been converted into the model’s existing grammar. 

The model can become more inclusive and still preserve its own authority to decide what every claim must become before it counts.

The arithmetic may be transparent while the decision about what qualifies for arithmetic remains hidden.

The capsule exposes the same problem from another direction.

Nobody knows what it is. 

It may be a damaged machine. It may contain or continue some kind of claimant. Energizing it could restore communication. It could also overwrite an internal state, wake something, damage something, or initiate a process nobody understands. 

Preserving it inert avoids those risks while imposing another choice on whatever may be inside.

The model can estimate danger, scientific value, delay, and probability. It cannot discover a coefficient telling the contact tribunal when observation becomes interference or when activation becomes an act upon a possible person.

There is a difference between uncertainty **inside** an objective and uncertainty about what the objective has any right to decide.

The recovery assembly therefore stops asking the model for a winner and asks a prior question: **did the available choices themselves enter fairly?**

## Open the Field Before Ranking It.

Some constraints are physical. The orbital windows are real. Available vehicles have finite capacity. Workers cannot be in two places at once.

Other constraints were produced by the existing institutional arrangement.

- Two usable orbital tugs are privately controlled under contracts never designed to combine them.
- Several regional observatories could operate independently, except that they currently depend on one proprietary identity and data layer.
- The island governments have consultation rights around the containment site without meaningful authority over monitoring or termination.
- Worker transition has been treated as a later compensation problem instead of part of the capacity required to execute a plan responsibly.

Those conditions can change.

The recovery assembly acquires temporary access to the additional tugs, funds independent interfaces for the observatories, gives the islands actual authority over defined parts of monitoring and site return, and puts radiation protection, wage continuity, training, and worker refusal into the lift plans. The contact tribunal receives resources to preserve the capsule without activating it while its status remains unresolved.

The alternatives are now different from the alternatives the original model ranked.

That is an important constitutional duty: 

> **Before describing a choice as tragically unavoidable, spend real capacity trying to make better choices reachable.**

A procurement arrangement is not a law of nature. A proprietary interface is not physics. An unfunded alternative cannot be starved of the means required to work and then fairly cited as proof that the incumbent was always the only practical option.

Now the model becomes useful again. It catches plans that require the same tug in two places at once and schedules that miss the orbital window. It identifies expensive combinations that preserve nothing another cheaper plan does not already preserve. It shows which possibilities became viable only after public institutions changed the material conditions around them.

Constitutional limits remove other proposals. 

- A plan that requires penetrating the capsule before its status can even be investigated is rejected.
- A defense system in which every regional observatory depends on one proprietary reader cannot yet qualify as distributed.
- A permanent shelf plan that gives the islands a hearing but no actual power over the conditions imposed on their waters also fails.

Those are boundaries on the optimization problem, rather than penalties inserted into it.

The model then removes the simpler losers. Where one proposal performs at least as well across every serious dimension and better on some, the weaker proposal can go.

Eventually, that process stops working.

> Three portfolios remain.

1. **Hold and Awaken** would fortify the shelf, keep the strongest operational capacity close to the existing site, and attempt controlled communication.  
  1. Its advantages are speed, scientific contact, and direct control.
  2. Its costs include prolonged island exclusion, concentrated planetary authority, and the possibility of altering an unknown interior.
2. **Lift and Preserve** would move the lattice and capsule into lunar quarantine, distribute warning and defensive capacity, and keep the capsule inert under noninvasive observation.  
  1. It removes the permanent terrestrial containment burden and reduces one class of biospheric risk.
  2. It also exposes orbital workers, consumes enormous launch capacity, delays possible communication, and moves a possible claimant that cannot consent.
3. **Braid and Wait** would retain temporary containment, reopen part of the sea, build distributed capacity, and attempt limited noninvasive contact while preserving a later lift.  
  1. It keeps more options alive at the cost of longer island restrictions, duplicated capacity, continued readiness, and prolonged uncertainty.

None is simply better than the others across every serious relation.

That surviving set is the **Better Frontier**: futures that remain reachable and constitutionally admissible after impossible, forbidden, and clearly dominated paths have been removed.

Reaching the frontier does not mean a proposal is good. It means the analysis can no longer honestly eliminate it without first deciding how incomparable losses are supposed to trade against one another.

## The Objective Throne

The model still prefers **Hold and Awaken**.

Its maintainers propose one final improvement: expand the objective again. Add stronger representations of island continuity, ecological damage, worker transition, possible alien welfare, distributed capacity, and uncertainty. Give each a weight and calculate the winner.

At some point, that ceases to be a more complete calculator and becomes a political claim.

> **Objective sovereignty** begins when one objective, score, proxy system, or optimization grammar treats its representation of the field as sufficient authority to rank the whole field and certify the winner.

Artificial intelligence is not required. A government can do the same thing with security. A corporation can do it with shareholder value. A ministry can do it with efficiency. A scientific institution can do it with knowledge.

The mistake is not having an objective. Every useful instrument has one.

The mistake is allowing one objective to become the final language into which every other claim must be translated before that claim can matter.

At this point the recovery model can still show something important. The original unique winner disappears under small, defensible changes in how the unresolved claims are represented. Three serious choices survive. More decimal places will not turn their remaining differences into one discovered answer.

Moral analysis has narrowed the field as far as it honestly can. Constitutional judgment now has to close the move.

## The Opaque Vessel

The recovery assembly votes.

**Hold and Awaken** receives the largest initial bloc, but it fails the rule requiring support from at least one represented position carrying each grave irreversible burden. Island representatives, the contact tribunal, and ecological receivers will not qualify it. 

**Lift and Preserve** has the reverse problem: it receives stronger support from those positions while failing to carry enough of the orbital workers and scientific institutions bearing its principal costs. 

**Braid and Wait** falls short more broadly. The failure is productive. The portfolios change.

- **Hold and Awaken** receives a hard sunset, island co-jurisdiction, and a prohibition on penetrating the capsule.
- **Lift and Preserve** receives staged vehicle testing, tighter radiation limits, wage and pension protection, an independent communication route, and a defined return procedure if lunar quarantine fails.

A second vote leaves two qualified portfolios.

Neither dominates the other, and delay will soon destroy the lift option.

The constitution now needs a closer. 

It does not need to pretend the closer has discovered a fact that the analysis could not find. Two identical marked objects go into an opaque vessel after inspection by the represented parties. The artificial-intelligence system records which options qualified and why. It does not perform the draw.

The result is **Lift and Preserve**.

Using chance for a planetary decision sounds ridiculous until the alternative is stated clearly. Once two options have survived the evidence, constitutional limits, material enablement, amendment, and the agreed qualification rule, a lottery prevents some undeclared tie-breaker from taking over. Wealth does not break the tie. Military power does not. Scientific prestige does not. Bargaining endurance does not. A fictitious decimal does not.

Chance supplies closure. The assembly remains responsible for using it.

The rule was selected before anyone knew which option it would favor. The assembly decided which options were eligible, when delay had become destructive, and what protections had to travel with the result. If the procedure was unjustified, pointing at the vessel does not excuse the people who adopted it.

## What the Winner Still Owes

**Lift and Preserve** works well enough.

The lattice reaches lunar quarantine. The islands regain access to the sea in stages. Regional observatories can verify one another without depending on a permanent planetary command center. The capsule remains intact and inert under independent custody.

None of that proves that the selected future was secretly the one true answer.

The operation imposed costs the successful mission report cannot erase. Orbital workers took exposure. Islanders return to a sea changed by debris and months of exclusion. Scientists lost time in which communication might have been possible. *Whatever* the capsule is, Earth moved and isolated it without obtaining its permission.

Those surviving claims enter a Remainder Register. Its purpose is simple: a valid decision does not get to erase the losses it knowingly leaves behind. The record keeps serious unresolved injuries and repair obligations attached to institutions capable of acting on them later. It does not convert those injuries into another master score.

One of those obligations belongs to a containment technician whose temporary job disappears when the lattice leaves the shelf. The selected plan provides six months of wage replacement together with placement assistance, training, pension protection, and a route back to the recovery body if the promised transition fails. His shelf job ends before the replacement payments begin.

Before the first payment arrives, he goes to refill a current prescription.

The pharmacy has the medicine. The prescription is valid. The pharmacist is ready to dispense it.

His payment card is declined.

The recovery decision accounted for the loss of his job. It did not yet carry him across the gap between one income and the next.

That is tomorrow’s problem.
